Advocacy and Action for Animal Welfare in Bengaluru

We’ve spent 34 years fighting for the voiceless on Bengaluru's streets. Whether you need help with animal cruelty, legal guidance for feeding, or rescue support, our work is defined by compassion backed by action.

This image represents the critical choice we face. On one side, a happy, healthy dog living freely. On the other, dogs confined to overcrowded shelters. My legal advocacy fights for a future where every animal gets the chance to live a life of dignity, not one of suffering.

I collaborated with the Commissioner of Bengaluru City Police to clarify the laws protecting community animals. This video explains that feeding community dogs is not illegal and that cruelty is a punishable offense under the Prevention of Cruelty to Animals Act.

If you witness animal cruelty and don't know what to do, I am here to help. My Legal Initiative Cell (CLIC) offers free advice to guide you on how to register complaints and seek justice for animals in need.

This is why I fight. This puppy was a victim of a brutal attack, but with emergency treatment, he is now on the road to recovery. My work ensures that perpetrators of such cruelty can be held legally accountable.

My legal work covers a wide range of issues. This is a snapshot of the active cases from one month, including Public Interest Litigations against puppy breeding, cases for elephant welfare, and defending animal welfare NGOs.

Conflicts with Resident Welfare Associations are a common problem. I help citizens understand and implement BBMP guidelines, which now mandate the formation of Animal Welfare Committees in every RWA.

This German Shepherd was found with a metal chain embedded deep into his neck. This is a clear case of criminal neglect. I guide people through the process of filing FIRs and building a strong case to ensure such cruelty does not go unpunished.

About this collection

If you are facing a crisis, whether it is an act of cruelty, an RWA dispute over feeding, or an injured animal in need, you do not have to navigate it alone. Our Legal Initiative Cell is designed to bridge the gap between distress and justice, providing you with the specific legal frameworks and procedural steps needed to make a stand for animals in Bengaluru.

Our Approach: Compassion Plus Action

We do not just rescue animals; we fight the systems that allow them to suffer. Our work at CUPA is built on three pillars that ensure we are effective both on the ground and in the courtroom.

1. Legal Advocacy and Support We believe in science and the law, not fear. If you are struggling with RWA harassment, illegal relocation of animals, or pet abandonment, we provide the legal guidance you need. We help you understand the PCA Act, ABC Rules, and BBMP guidelines so you can advocate for animals with authority. We assist with drafting formal complaints and navigating the police station process to ensure your voice is heard.

2. Emergency Rescue and Trauma Care Our trauma centers are equipped to handle the worst cases, from hit-and-runs to intentional abuse. When you see an animal in pain, the first step is medical, and the second is legal. We help you with both, guiding you through the documentation process—like evidence collection—so that perpetrators can be held accountable.

3. Systemic Change Individual rescues are vital, but we fight for the bigger picture. From filing Public Interest Litigations to demanding the formation of Animal Welfare Committees in every residential society, we push for policies that protect animals permanently. We are here to support citizens who want to build a kinder Bengaluru, one case at a time.
