Trying to do the right thing for strays or your pets often meets resistance from neighbors or housing societies. Knowing exactly what the law allows is your strongest tool to handle these situations with confidence.

I collaborated with the Commissioner of Bengaluru City Police to clarify the laws protecting community animals. This video explains that feeding community dogs is not illegal and that cruelty is a punishable offense under the Prevention of Cruelty to Animals Act.

Conflicts with Resident Welfare Associations are a common problem. I help citizens understand and implement BBMP guidelines, which now mandate the formation of Animal Welfare Committees in every RWA.

As per recent BBMP guidelines, it is now mandatory for all RWAs to form an Animal Welfare Committee if community animals reside in their area. This is a legal tool you can use.

The BBMP guidelines specify the structure of the Animal Welfare Committee. It should have no more than 10 members, and those with known anti-animal views must not be included.

These BBMP and Karnataka Government guidelines provide legal protection for pet owners and feeders. RWAs cannot ban pets, and harassing feeders is a legal violation.

Feeding community animals is legal and protected under the Animal Birth Control (ABC) Rules, 2023. This graphic outlines the rules for feeding, such as using designated spaces and maintaining cleanliness.

Navigating RWA Disputes

Conflict with your housing society regarding pets or community animals is a common stressor. However, you have legal protections. Under current BBMP guidelines, RWAs cannot ban pets from lifts or common areas, and they cannot legally stop you from feeding community animals.

  • Counter formal notices: We help draft legal responses to society management using verified High Court and Supreme Court citations.
  • Form Animal Welfare Committees: As mandated by the BBMP, your community should have a committee to manage these issues. We provide the resources you need to push for this formation, effectively shifting the power dynamics in your favor.

Your Rights as a Feeder

Feeding community dogs is not an illegal act. Under the Animal Birth Control (ABC) Rules 2023, you are protected, provided you do so responsibly. This means feeding in designated spots away from high-traffic areas and ensuring the location remains clean. If you face harassment, remember that the law sides with compassion. We help you document these interactions and understand your specific rights under the Prevention of Cruelty to Animals Act.

If You Witness Cruelty

If you see abuse, your first instinct is to intervene, but how you do it matters for the case.

  1. Prioritize the animal: Get them veterinary help immediately.
  2. Document everything: Take clear photos, videos, and identify witnesses if it is safe to do so.
  3. Report formally: We guide you through the process of filing an FIR or NCR. If police refuse to act, we provide the protocols for escalating to higher authorities and identifying the correct IPC sections to ensure the case is treated as a cognizable offense.
